The House of Startups has been ranked among the top incubators in Europe. The Luxembourg-based hub placed 26th on a list of 150 European incubators and accelerators by the Financial Times and Statista. The ranking, called Europe’s Leading Start-up Hubs 2025, was announced on March 3, 2025, by the Luxembourg Chamber of Commerce.

The organization says this recognition reinforces Luxembourg’s position as a leading innovation hub, driving business growth, investment, and international collaboration. The ranking was based on an analysis done between June and October 2024. It considered the opinions of more than 4,300 former entrepreneurs who have passed through these hubs, as well as recommendations from sector experts like investors, business angels, and academics.

The performance of incubated startups was also taken into account. UnternehmerTUM, an incubator affiliated with the Munich University of Technology, topped the ranking for the second year in a row. Station F in Paris, home to more than 7,000 startups and two unicorns, came in second.

House of Startups excels in Europe

Groupe Start2 from Bavaria took third place. The UK dominates the list in terms of numbers, with 29 hubs in the ranking, mainly based in London.

Germany has 19, while Spain and Portugal combined have 24 hubs, two of which feature in the top 20 overall. This is not the first time a Luxembourg structure has been included in this list. The Luxembourg City Incubator and Luxinnovation’s acceleration programme Fit4Start have been featured in previous editions.

The Chamber of Commerce press release says this latest achievement further solidifies the country’s commitment to innovation and entrepreneurship. By fostering strong public-private partnerships, Luxembourg continues to position itself as a dynamic and business-friendly environment for startups looking to scale within Europe. The House of Startups was founded by the Chamber of Commerce.

It brings together several major incubators and accelerators, including the Luxembourg House of Financial Technology (Lhoft), the Luxembourg City Incubator (LCI), Crédit Agricole Group’s international incubator, and the International Climate Finance Accelerator (Icfa). Located in the heart of Luxembourg City, it has 6,000 square metres of floor space and can accommodate up to 200 startups.
