This is a called a wiki, or a community edited document. That means that anyone, including you, may edit the contents.
They have the goal of provide a wiki for every place on earth. If you don’t like what someone has written you can “revert” to a previous version using “revisions”. Think local as in street block local, neighborhood local, out your window local. For this website, local is where you live, work and play. With two million ready made locations in the United States, the first step is just register and edits those places that you know right next to you. This doesn’t mean that is just a list of cities, but a comprehensive list of just about every place, feature and geographic location. Just pick a place you know and put the name and state in the search global box. See what you find, if you are on a local page, then use the title search to find what you want, then just open and edit.
