You just provide the URL, bang the “Shorten” button and away you go. The resulting URL is then displayed for you to share and spread about.
It is hard to become over-enthusiastic about a project that brings nothing new into the picture, but the programmers at least had the sense to see where they stand and refrain from making any announcement they could not back up.
There is an aspect that has to be mentioned, and it is that the team checks the URLs and disables any link that leads to spammy pages. That is a spot on feature, and it is only to be hoped that if the service takes off they keep on doing it.
